Involved in attacks, radicalising youth

Three militants of the Lashkar-e-Toiba outfit (LeT) and an assistant sub-inspector (ASI) of the counter-insurgency unit of the police were killed during a nightlong encounter in the Pantha Chowk area on the outskirts of the city.

One of the three slain militants was an LeT commander, who was active for the past year and a half. According to the police, he was involved in several attacks on the security forces besides weapon-snatching and luring youth to join militant ranks.

"All three were from the LeT. One of them was their commander and he was involved in terror activities for the past year and a half," Director General of Police Dilbag Singh told reporters after the encounter ended on Sunday morning.

He described ASI Babu Ram as a "very brave member of the Special Operations Group team, who had been part of the counter-insurgency operations for a long time".

Later, the police identified the slain militants as Saqib Bashir Khanday, Umar Tariq Bhat and Zubair Ahmad Sheikh —- all residents of Drangbal in Pampore, Pulwama. "As per police records, the killed terrorists were part of groups involved in planning and executing several terror attacks in the area. Besides a weapon-snatching bid at Jamp;K Bank in Pampore, Saqib Bashir (LeT commander) was also involved in radicalising youth and luring them into the terror fold," said a police official. He said the encounter started at 10 pm on Saturday after security forces foiled a weapon-snatching attempt following an attack from militants on a two-wheeler.

"Yesterday in a weapon-snatching bid, terrorists fired indiscriminately on a joint naka party of the police and security forces at Pantha Chowk. The attempt was foiled by the naka party and terrorists managed to flee the spot. However, they were followed by the police and CRPF," the police official said.

He said despite being given an opportunity to surrender and appeals from their respective family members at the encounter site, the militants fired indiscriminately on the search party. The official said the militants were killed in the ensuing gunfight.

JCO dies in Pak shelling, hailed from Amritsar

A Junior Commissioned Officer (JCO) was today killed in fresh shelling by Pakistan troops along the Line of Control (LoC) in the Nowshera sector of Rajouri district.

According to official sources, Pakistan resorted to unprovoked ceasefire violation using small arms at Khanger, Kalsian and Bhawani along the LoC.

"Our troops responded to the enemy fire. In the incident, a Naib Subedar was critically injured and later succumbed to his injuries," said Lt Col Devender Anand, PRO (Defence), Jammu.

The deceased soldier was identified as Naib Subedar Rajwinder Singh, a resident of Goindwal Sahib village in Amritsar's Khadoor Sahib tehsil. He is survived by his wife, a son and a daughter.

This is the eighth casualty due to shelling in Poonch and Rajouri over the past three months.

‘Not anyone’s puppet,’ Farooq snubs Pak

New Delhi, August 30

Reacting sharply to Pakistan hailing the recent Gupkar Declaration in which six political parties of Jammu and Kashmir vowed to fight collectively against the abrogation of Article 370, National Conference (NC) president Farooq Abdullah today asserted: "We are not anyone's puppet."

He said Pakistan had always abused mainstream political parties of Jammu and Kashmir, "but now suddenly they like us". The former CM was replying to a query on Pakistan Foreign Minister Shah Mehmood Qureshi's statement that the declaration issued by the NC, PDP, Congress and three other parties was not an "ordinary" occurrence.

"Let me make it clear that we are not anyone's puppet, neither New Delhi's nor of anyone across the border. We are answerable to the people of Jammu and Kashmir and will work for them," he said.

To a question on cross-border terrorism, he said, "I would urge Pakistan to stop sending armed men into Kashmir. We want an end to bloodshed. All political parties in Jamp;K are committed to fight for our rights peacefully, including for what was unconstitutionally snatched away from us on August 5 last year". At the same time, the NC leader urged India and Pakistan to resume talks "for everyone's greater good". — PTI

Army Air Defence changes Raising Day

New Delhi, August 30

Eighty years after the first unit of the Army Air Defence (AAD) was raised during the British rule in Mumbai, the Corps of the AAD has decided to change its Raising Day to match it with the date the unit was raised by the British.

The AAD will now observe its Raising Day on September 15, instead of January 10.

It was on January 10, 1989, that the Corps AAD was bifurcated from the Corps Artillery and was formed as a separate unit.

In July 1940, Sir Claude Auchinleck, commander-in-chief of the British Indian Armed Forces, took a decision to raise anti-aircraft units in India with Indian troops.

On 15 September, 1940, a group of British officers under Major RA Ronald raised the 1st Technical Training Battery. This group formed the nucleus of the 1st Indian anti-air regiment at Colaba, Mumbai. Immediately, a unit was dispatched to defend oilfields in Digboi, Assam. The remaining troops sailed to Malaya and Singapore to protect assets against the anticipated Japanese onslaught.

In the last days of the World War II (1939-45), the British army overran Burma in May 5, 1945. The Indian anti-aircraft regiments played role in keeping the air space clear and won gallantry awards. The heaviest concentration of the anti-aircraft guns in the British Army outside Britain was with the Indian command.

After Adesh Hospital, Bathinda, was delisted last week, five more hospitals have been de-empanelled for allegedly embezzling funds under the Ayushman Bharat insurance scheme. Even while charging patients, these hospitals had been wrongly claiming insurance from the government. Besides, dummy entries were made to bungle funds.

The hospitals delisted are Astha Hospital (Bathinda), Akashdeep Hospital (Amritsar), Jindal Ortho Hospital (Mansa), Verma Hospital (Amritsar) and Garg Nursing Home (Moga). More hospitals are under the scanner, say sources.

A notice issued to Adesh Hospital on August 22 said money was charged from a beneficiary patient, whose e-card was generated by the hospital. Two files were made — one for treatment on cash payment and the other for booking the package under the insurance scheme.

Dr Gaurav Monga of Astha Hospital said he was on emergency duty and could not talk. An official of Jindal Ortho Hospital said: "Our hospital has been de-empanelled, but we don't know the reasons. "

PM wants India to be world’s toy hub

Advocating increased use of local products as a way to "Atmanirbhar Bharat", Prime Minister Narendra Modi on Sunday suggested people utilise a new crop of apps developed in the country and also purchase locally manufactured toys.

Recalling a recent app innovative challenge, the PM in his Mann Ki Baat address said it was a good sign for self-reliance. From around 7,000 entries, some two-thirds of them were made by youth of tier 2 and tier 3 cities.

"This is a very auspicious indication for self-reliant India, for future of the country. You will definitely be impressed on seeing the results of the "Atmanirbhar Bharat" app innovation challenge. After a lot of scrutiny, awards have been given to around two dozen apps in different categories," he added.

Stating that the global toy industry is worth over Rs 7 lakh crore, PM Modi said, "India's share is meagre and asked the toy manufacturers to go vocal for local toys. Citing several clusters of where toys are famous like Channapatna in Ramnagaram in Karnataka, Kondapalli in Krishna in Andhra Pradesh, Thanjavur in Tamil Nadu, Dhubari in Assam and Varanasi in Uttar Pradesh, he said there were many such places.

On the subject of children, PM Modi said September would be observed as "nutrition month". "Nation and nutrition are closely inter-related. We have a maxim — "Yatha Annam Tatha Mannam", which means our mental and intellectual development is directly related to the quality of our food intake. Experts are of the opinion that the better nutrition a child imbibes in the womb and during childhood, greater is the mental development and he/she remains healthy," he added.

"The effort will be not just how much and how often does one eat, but focus whether they are getting essential nutrients like iron, calcium, sodium and vitamins. Peoples' participation is essential to make the campaign successful," he said, adding that several measures like nutrition card, quiz and meme competition would be held to popularise it.

The PM also praised the farmers and thanked them for their contribution. "Even during these trying times of Covid-19, our farmers have proven their mettle. This time around in our country, sowing of kharif crops has increased by 7 per cent compared to last year.

IIT students, alumni launch portal to provide transport facilities to NEET, JEE candidates

New Delhi, August 30

Students and alumni of various Indian Institutes of Technology (IITs) have launched a portal to help JEE and NEET candidates with transportation facility, officials said.

Travelling concerns have been raised by students on social media amid the Covid-19 risk. Besides, many candidates have moved to different cities during lockdown and hence are at far off locations from the examination centres.

"During the Covid-19 crisis, one of the major concerns among students is regarding difficulty in reaching the exam centres. Students and alumni of IITs have promptly come forward and launched a dedicated portal to connect with good samaritans who may want to help the needy candidates. The portal called "Eduride" will ease burden of commuting for the candidates, especially from remote locations and poorly connected areas," IIT Delhi Director V Ramgopal Rao said.

"After registration of alumni, volunteers and candidates, the portal will connect appropriate combinations of volunteers and candidates via exchange of contact details. The two can then coordinate to plan the travel to the exam centre. The donated money will help the organisers fund cab service for the exam-takers on the day of the exam," he said.

There has been a growing chorus against holding of crucial entrance exams like JEE-Mains, JEE-Advanced and NEET in September, in view of rising Covid-19 cases.

However, the Ministry of Education has asserted that further delay in conducting the exams can lead to a zero academic year and hence, the exams will be conducted as per schedule in September. — PTI

India and Russia were today declared joint winners of the 2020 Online Chess Olympiad as the final was marred by Internet disconnection and server malfunction. Initially, Russia were declared winners after two Indian players (Nihal Sarin and Divya Deshmukh) lost out on time in the final after suffering a disconnection with the server.

India lodged a protest against the controversial decision that was then reviewed and gold medals awarded to both teams.

This was the first time the FIDE, the international chess federation, was holding the Olympiad online, due to the Covid-19 pandemic.

In an official statement, FIDE President Arkady Dvorkovich said the global Internet outage severely affected several countries, including India, so a decision was made only after a careful examination.

Legendary Indian chess player Viswanathan Anand shared his excitement by tweeting: "We are the champions!! Congrats Russia!"

5th August and India of future

Fifth August is a lucky day in my family. My mother's birthday fell on August 5, 1895. Father was born in July 1890 and they were married in 1925. But we are mentally on the road to Ayodhya and retrospectively to the auspicious day when the silver brick became the foundation stone of the future Ram temple, and possibly a future India. We are, most of us that is, bathing in the afterglow of the Prime Minister's image on the new-minted era. My first reaction is that of many other Indians, meaning a prolonged sigh of relief. (Am not referring to the diehard right-wingers, for whom this is the triumphant finishing tape. May they remain happy. I too am happy, have a good eye for finishing tapes. In the days when Usain Bolt was sprinting away, there was no hassle. He won by a mile. So has Mr Modi, even though Mr Advani was the one who shot off the starting blocks.)

The question remains, how will future generations of scholars and historians view this saga which started with Advani's Rath Yatra? Questions, which scholars could be confronted with, are many. I would like to list a few:

a) Is it, as is viewed by some people, the righting of a wrong perpetrated through the building of a mosque at a holy pilgrimage site of the Hindus in Mughal times? Did building a mosque help in defining the exact spot where Lord Ram was born? Was there any other proof that this sacred place, the Temenos as Greeks would call it, is the birthplace of Ram? The sea of faith that carried the movement decided the case in the Supreme Court as well.

b) Did the electoral triumph of the BJP in 2014 and 2019, and the feeble show put up by the Congress, have anything to do with the outcome? By which is meant, how did the state machinery work in protecting those responsible for the demolition of the Babri Masjid from a trial? The leaders till now have not faced the courts. What do chargesheets mean in our Hindu Rashtra? The case was decided by the Supreme Court a day before the CJ retired, and the judgment said squarely that this very land where the mosque stood, and was demolished, is the place where the Ram Mandir should come up. In such an old, fabled event, one cannot blame the judges. But we had a finality of sorts, which in itself was a blessing.

c) Was this a national event, or an amalgam of Hindu-tva/BJP/RSS combine? Was it a government event? Will RTI take questions like, what was the expenditure? Will the party pay for the PM's journey to Ayodhya? Mr Charan Singh, a lame-duck PM though he was, had to pay for every non-official flight he took. The money came from the fast emptying coffers of the Lok Dal. The same principle cannot be applied to the UP Chief Minister, for he was making arrangements for the PM.

d) Does 5th August mark the de facto ushering in of the Hindu Rashtra? After all, the event was played out at the national stage.

e) Scholars will also have to face other questions. Do minorities matter anymore in our Hindutva republic? We are told there was one Muslim in the congregation. Maybe two. The fact that not a single ticket was given to a Muslim by the BJP for the Lok Sabha elections in 2019 is a pointer. The only Muslim majority state has been in a year-long lockdown, its status lowered and leaders in endless incarceration. A day could come when to be called secular would be an embarrassment. You could be accosted by the police and asked, 'Are you secular?' If you are, could you be an Indian, the way the DMK MP was asked, 'If you can't speak Hindi, are you an Indian?'

If we have understood the Vice President, 5th August is a date comparable to 8/9 August, when the Quit India Movement was launched by Gandhiji, or 15th August, 1947. "These events were a culmination of long drawn struggles that offer certain lessons for the present and the future." Are we seriously comparing 15th August with 5th August? It was a 60-year struggle; in fact, as a nation, we go back to 1857. Some of the greatest names pass through this road, starting with Dadabhai Naoroji, Tilak, Gokhale, Ranade, Gandhi, Maulana Azad, Subhas Bose, Nehru. (Sorry I slipped up, mentioning Jawaharlal Nehru is almost inviting a sedition charge.) And the places dot this landscape of struggle — Dandi and the salt march, and Jallianwala Bagh are unforgettable signposts. Can really all this be compared to a Toyota truck being dressed up and moved from Somnath to Ayodhya? Incidentally, none of the rightist heroes of the RSS lifted a finger, twiddled a thumb in this struggle. Nathuram Godse never took up a flag or shouted a slogan against the British in 1942. Bhikaiji Cama did, unfurling the flag at Stuttgart in 1907.

Lastly, it was a great day in Indian historiography — we have defined the place where Lord Ram was born. Now all that remains is defining the year when his birth took place.

As Messi prepares to leave Barcelona

Lionel Messi is Barcelona. His decision to sever ties with the club seems almost fratricidal — he was signed by Barcelona when, at age 13, he was desperately small for his age due to growth hormone deficiency. The cost of treatment was high, and Barcelona footed the bill and made him big — a giant. Barcelona didn't do it in a spirit of pure benevolence — Messi was a precious talent, and there loomed the possibility that he might go to Real Madrid. Barcelona's wager on Messi paid off — both became giants.

Messi has been grateful. Thus, his desire to exit Barcelona points to the extreme frustration he feels with the state of affairs at the club — bungled signings, lack of cohesive planning, sacking of coaches, dipping performance. To top it, there was Messi's spat with the club's sporting director, Eric Abidal, after Abidal alleged that the players "were neither satisfied nor worked hard" under coach Ernesto Valverde. Messi reacted with anger, but his playing level never dipped. However, Barcelona didn't win a single trophy this year, were hammered 8-2 by Bayern Munich in the Champions League quarters. That could end up being Messi's last hurrah with Barcelona — a shocking result after which divorce seemed imminent.

Messi is Barcelona, but he's also Rosario, the Argentinean city he was born in. Some hopefuls of Rosario have rekindled the faint dream that Messi would return and play for the local team, Newell's Old Boys, which he had joined as a six-year-old.

Messi is also of the World — his fans across the world could very easily outstrip the combined populations of Argentina and Spain, the two countries he's played in. Possibly the greatest footballer of all time, Messi exemplifies the height of human — not Argentinean or Spanish — sporting excellence. He can be an inspiration to all human beings.

Talking of inspiration

Azhar Ali, the Pakistan cricket team captain, played a match-saving innings in the third Test against England. Pakistan lost the series, but Ali's innings helped them salvage pride. Before the game, it was reported that Turkish TV series Ertugrul was "being used as an unlikely motivator" for the team. In fact, Ali merely answered a pointed question on how he was inspiring the team. "Ertugrul, everyone is watching it herehellip; Obviously, in the whole team, there would hardly be a player who's not watching it," he said.

Ertugrul carried prime ministerial recommendation — Imran Khan believes that Ertugrul shows that "we too have a culture — it too has romance, it too is part of history", the implication being that Turkish TV dramas such as Ertugrul represent Pakistani culture.

Another Pakistani cricketer, Shahid Afridi, said: "Watching the Turkish series Dirilis: Ertugrul, I'm just overwhelmed by their achievements and victories that came as a result of their faith in Allah and the empire of justice which they were able to establish as a result of. May we be like that once again."

Afridi seems to think that "we", Pakistanis, are Turks.

Early this year, Imran enthusiastically gushed, in the presence of Turkish President Tayyip Erdogan: "Turkey is a country whichhellip; for centuries we've hadhellip; Because for some 600 years, Turks ruled Hindustan." Turks of the modern Turkey didn't rule India — their cousins, who also emerged from modern Turkmenistan, did.

Imran is either unaware of or ignores the conflicts in the Ottoman Empire, which was founded by Ertugrul's son. Saudi Arabia, UAE and Egypt banned Ertugrul, seeing it as an attempt to impose Turkish hegemony over Arabs.

If literature teaches anything, it’s to slow down judgment

'I often ask my students, how many of them are studying Hindi literature as their first choice," says Professor Apoorvanand in response to my question about his experience as a teacher for more than two decades. "I know that many students are trapped in a forced marriage or a co-living arrangement with Hindi. They may have aspired to other subjects, but the competitive admission process often forces them to opt for Hindi to stay in the university.

"At the end of the course, I ask them if the time they have spent with Hindi literature has changed their relationship with it. At least half of my post-graduate class admits that what started as an arranged marriage has now transcended into a love affair."

"What is the role of the teacher in this upgradation?" I ask him.

Apoorvanand, who teaches Hindi literature to post-graduate students at Delhi University's Faculty of Arts, is reticent about assuming too much credit for himself. The bigger role is played by teachers at the undergraduate level, he says. The most precious time with a student is when they have just arrived in a university, fresh out of school and free from the restrictions of their homes. This is a time when they are curious and energetic and open to new friendships. They are confident of their power to influence the world they are stepping into.

"Many of the bonds with our students are formed unknowingly," shares Apoorvanand.

"They are silent relationships. Often a student will startle me with a memory or a letter acknowledging how they are shaped by my presence in his or her life. I cannot always place a finger on what may have touched the other so deeply. Often, they speak of a book or a short story that they discovered in my class. Sometimes a student mentions a particular discussion. I met a student at a Metro station who reminded me of a world literature class where we were studying Albert Camus. We had debated and arrived at the conclusion that violence can never be deemed necessary. After three years with me, this was the one lesson he had internalised. Someone else will quote Muktibodh that she remembers from my class. Small gifts like these make me feel that one's life's work has been worth it."

At a time when many teachers like Hany Babu, Shoma Sen, Sudha Bhardwaj and other writers and activists find themselves accused in the Bhima Koregaon case and incarcerated in prisons without bail and basic rights, it is important to examine why so many public intellectuals and academics find themselves being targeted by the state with serious allegations of anti-national conspiracies.

In a series of recent reports carried by some media houses, Apoorvanand has been described as one of the main instigators of the violence that took place in north-east Delhi in February this year. Within a few days, more than 50 people were killed, thousands injured, and properties were destroyed by arsonists. These news reports that indict Apoorvanand are based on selective leaks by the Delhi Police of confessions that they claim have been made by young anti-CAA activists in their custody.

After he returned from being interrogated by the Special Branch of the Delhi Police, Apoorvanand shared a statement that was widely circulated in solidarity and quoted in mainstream newspapers. "It is disturbing to see a theory emerging which treats the supporters of the protesters as the source of violence. I would urge the police and expect their probe to be thorough, just and fair so that truth prevails," he wrote.

I reached out to Apoorvanand to talk about the times we find ourselves in. How do we contest the false narrative that is being thrust upon us? What are the tools that literature and history teach us to call out lies that come out dressed as the truth?

"More than anything else, literature offers us an insight into differences as well as the universality of the human condition. Stories inspire an interest in the wider world. In a nutshell, literature teaches us to slow down our judgments," says Apoorvanand. "To offer each other a leeway. A freedom to be diverse."

As we do every year, we will be celebrating Teachers' Day on September 5 in India. Now is as good a time as any to remind ourselves of what our best teachers have contributed to our lives. There is no need to thrust greatness upon each other. If anything, we have learnt together that our lives are interlinked with those who we may feel we have nothing in common with. Each one of us is shaped by our circumstances and we need to acknowledge those whose work inspires greater good.

This is the time when our teachers need the protection of our solidarity as the long overdue guru-dakshina they never asked from us.

India not to attend war games in Russia

New Delhi, August 29

India today pulled out of a multi-nation military exercise hosted by Russia in which Chinese and Pakistani troops too were expected to participate. With tensions brewing, India did not want its military seen alongside that of China and Pakistan.

This decision was taken at a high-level meeting where External Affairs Minister S Jaishankar and Chief of Defence Staff General Bipin Rawat were present. It was decided that with India locked in a military conflict with China in eastern Ladakh, it could not be business as usual. China has stalled all efforts to disengage along the Line of Actual Control.

Jaishankar and General Rawat also took into account the worsening global Covid-19 situation. India and China clashed in the Galwan valley on June 15 in which 20 Indian troops lost their lives while the Chinese suffered an undeclared number of casualties.

To rebalance expenditure, MoD to change appointment pattern

The Ministry of Defence has moved to change the pattern for appointing military and civilian officers on important administrative posts at the armed forces headquarters.

A high-level committee has been set up to identify which posts at the administrative level required only employees with military experience.

This is in line with the recommendations of a committee of experts to enhance combat capability and re-balance defence expenditure of the forces. The other aspect studied by the panel was utilisation of civilian employees posted at the armed forces headquarters (AFHQ).

Union Defence Minister Rajnath Singh has okayed setting up of the committee headed by Lt Gen DB Shekatkar (retd). Two other members on the panel are R Chandrashekhar, a former AFHQ cadre officer, and AN Das from the MoD finance wing.

The committee will conduct a study and identify such appointments in the three services that may be within the domain of the AFHQ civilian staff. It will also identify posts at the headquarters where civilian officers had been posted despite the positions requiring only those with strict military field experience.

The panel has been tasked to interact with various branches and directorates of the services' headquarters of the MoD and the inter-service organisations for undertaking the study and submit a report of its recommendations by the first week of October.

The scope of the study will be to collate data on authorised and actual strength of the AFHQ officers in the respective services.

It will also collect data on brigadier-level officers of the armed forces posted in the administration, finance, policy formulation, coordination, personnel management, training, vigilance, legal wings and land and works.

At 1.81%, India’s death rate among lowest

As India on Saturday recorded world's highest single-day rise of 76,472 Covid cases, the government cited 76.47 per cent recovery rate and 1.81 per cent case fatality rate to stress that the country had made tremendous strides in containing the infection.

After the total cases rose to 34,63,972 today and the toll reached 62,550, the Group of Ministers (GoM) reviewing the pandemic met for the 20th time to take stock of the situation. As many as 1,021 deaths have been reported in 24 hours.

Addressing the meeting, Health Minister Harsh Vardhan said national recoveries had reached 26,48,998 and seven in every 10 patients had been discharged.

'Oxford vaccine in Phase-III trials'

VK Paul, head of the National Covid Vaccine Administration Taskforce, told the Group of Ministers that the Oxford vaccine candidate developed by Serum Institute of India was in Phase-III trial in Maharashtra and a few other states. TNS

He said the global comparison showed India had one of the lowest cases per million (2,424) and deaths per million (44) compared to the global average of 3,161 and 107.2, respectively. The GoM was informed that seven states, including Maharashtra, Delhi, Tamil Nadu, Andhra Pradesh, Karnataka, Uttar Pradesh and West Bengal, accounted for 81 per cent of the total deaths.

"India has made tremendous strides in containing the disease. Our case fatality rate is at its lowest (1.81 per cent) and the recovery rate has increased to 76.47 per cent. Also, only 0.29 per cent of the active cases are on ventilators, 1.93 per cent in the ICU and only 2.88 per cent on oxygen support," said Vardhan.

"A total of 1,576 labs have led to an upsurge in testing and the goal of 10 lakh tests per day has been fulfilled. More than nine lakh samples have been tested in the last 24 hours. With this, the total number of tests have crossed four crore," Vardhan said.

Wettest August in India since 1976

New Delhi, August 29

The rainfall India received during August this year has been the highest for the month in the past 44 years, according to the IMD data.

Until August 28, the month recorded 25 per cent surplus rainfall. It has also surpassed the previous highest rainfall in August, which was recorded in 1983. In that year, August had recorded a 23.8 per cent excess rainfall.

As per the India Meteorological Department (IMD) data, the country had recorded a 28.4 per cent excess rainfall in August 1976.

The country has so far recorded 9 per cent more rainfall than normal. Bihar, Andhra Pradesh, Telangana, Tamil Nadu, Gujarat and Goa have recorded excess rainfall, while Sikkim has recorded a large excess. Many states witnessed floods as rivers swelled. According to the Central Water Commission (CWC), the overall storage position of the reservoirs in the country till August 27 was better than the corresponding period last year. It was also better than the average storage for the last 10 years during the corresponding period, the CWC said.

"Better than normal storage" is available in the basins of the Ganga, Narmada, Tapi, Mahi, Sabarmati, the rivers of Kutch, Godavari, Krishna, Mahanadi, Cauvery, the neighbouring east-flowing rivers and the west-flowing rivers of south India, the CWC said. The Union Territory of Jammu and Kashmir, Manipur, Mizoram and Nagaland have recorded a deficient rainfall. — PTI

Hours after raid on his house, Saini gets interim bail till Sept 1

Hours after the Punjab Police raided former Punjab DGP Sumedh Singh Saini's house here early this morning in connection with the 1991 Multani murder case, a Mohali court extended the stay on his arrest till September 1.

In one of the biggest crackdowns on the illegal manufacture-diversion-supply chain of pharmaceutical opioids in the country, the Punjab Police today announced the arrest of Krishan Kumar Arora, alias 'Clovidol' Badshah, and his son Gaurav Arora of Neutec Healthcare Pvt Ltd, Narela, Delhi.

Biggest suppliers of opioids: Punjab police

  • Drugs were allegedly manufactured above sanctioned quota. Front firms were created for wholesale/retail and shut after three months to evade scrutiny
  • A network of transporters/couriers supplied consignments, often delivered without bill or with fake invoices of genuine firms. Transporters got 3-4 times the normal rates
  • To evade scrutiny, shipments were marked as 'carrying surgical equipment'. Neutec Ltd used own vehicles for delivery

DGP Dinkar Gupta said the two were one of the biggest manufacturers and suppliers of pharmaceutical opioids in the country and were illegally supplying/diverting 18-20 crore tablets, capsules and syrups, worth Rs 70-80 crore, across 17 states every month through drug supply gangs, including Mathura and Agra gangs, that were busted recently. The two were the masterminds of the 'pharma drug cartel' that controlled a major share (almost 60-70%) of the illegal trade, he said.

The two were arrested from Rajouri Garden in Delhi yesterday by a team of the Barnala police, comprising Mehal Kalan ASP Pragya Jain and CIA in charge Baljit Singh, under the supervision of SSP Sandeep Goel.

The network began to unravel with the busting of the Mathura and Agra gangs by the Barnala police in February, followed by major seizures and arrests in May and July. So far, as many as 36 persons had been arrested and 73 lakh intoxicating tablets/capsules/syrup bottles and Rs 2.26 crore seized across five states, said the DGP."Sustained investigations led to the unmasking of the linkages of the nexus and further revealed the involvement of various pharmaceutical manufacturing companies, including Neutec Pharmaceutical Pvt Ltd, Narela, Delhi, which is one of the biggest manufacturers of NRx (prescription) drugs, such as Clovidol 100 SR, Trio SR, Simplex C+, Simplex +, Tridol, Foridol, Prozolam, Alprazolam, etc. These drugs are extensively abused as pharma opioids by drug addicts all over the country," said Gupta.

The accused allegedly manufactured pharma drugs clandestinely over and above the sanctioned quota, and had created wholesale/retail firms in connivance with associates.

Some of these front firms included Santoshi Pharma, Jagdeesh Pharma, SS Agency, Jai Hanuman Phama, Mayank Drug House, etc. These front firms were often shut down after three-four months to evade scrutiny.

A network of transporters/ couriers, including Sri Ram Transport, Narela Transport, Annu Road Carriers, Malik Transport, Delhi Punjab Transport (all in Delhi), and Jai Bhole Transport, Aligarh Hathras, Devesh Transport, Lamba T, Radha Krishan Transport, Shreejee Roadlines (all in Agra), was created to facilitate the supply of drugs.

The consignments were often delivered without bill and transporters were paid three-four times the normal rates. In other cases, the consignments were transported on fake invoices of genuine pharmaceutical firms — Kalra Medicos, Janta Medicos, JMD Pharma, Medstone Ascelepius (all in Delhi), and VR Enterprises, Shri Kaila Devi Enterprises, Jai Hanuman Pharma (all in Agra), etc.

The police said to evade scrutiny by police and law enforcement authorities, the consignments were often marked as 'carrying surgical equipment'. In addition, Neutec Healthcare Pvt Ltd used to deliver consignments through own vehicles.

Punjab House rejects farm ordinances

The Punjab Vidhan Sabha today passed a resolution moved by CM Amarinder Singh, rejecting the Centre's farm ordinances and the Electricity Amendment Bill, 2020. No Shiromani Akali Dal (SAD) legislator was present in the House that sought a fresh ordinance ensuring foodgrain procurement at the minimum support price (MSP) and continued procurement by the FCI.

The resolution will be sent to both Houses of Parliament. Amid objections by AAP to restrictions placed on the entry of its members on the "pretext" of the Covid-19 pandemic, the truncated three-hour session saw 55 of the total 117 members participating in the legislative business. Moving the resolution, the Chief Minister said whether river waters or the MSP, the Centre's actions were clearly against the interests of the state. "The motive is to pass the control of agriculture into private hands," he said, even as he targeted SAD president Sukhbir Singh Badal for "misleading" farmers on agricultural reforms.

BJP MLA Dinesh Babbu argued that there was no clause to stop the MSP and farmers were being misled. Kultar Singh Sandhwan (AAP) said the Akalis must make sure that MSP clause stayed in the ordinances. 77K fresh cases, cure count nears 26 lakh

New Delhi, August 28

Covid-19 cases in India today surged to 33,87,500 with a record single-day rise of 77,266 infections. Recoveries, however, continued to improve with the national disease discharge rate reaching 76.28 per cent.

The death count reached 61,529 with 1,057 persons dying in 24 hours. The national fatality rate, however, dropped to 1.82 per cent, slowly inching towards the goal of 1 per cent.

The Health Ministry said active cases were now only 22 per cent of the total, while the recoveries exceeded active cases by over 18 lakh.

"Over the past five months, more than three-fourths of Covid-19 cases have recovered and less than one-fourth are active now. With more patients recovering and being discharged from home isolation and hospitals, India's cure count is nearing 26 lakh with 60,177 persons discharged in 24 hours," the ministry said. — TNS

With arrears mounting to Rs 225 crore, the MCP has now decided to prepare a record of property tax since 2015. According to sources, 1,41,278 units are registered in the MC records, of which 43,059 are residential, 11,721 commercial, 3,453 industrial, 1,255 institutional and 29,894 vacant plots. Another 50,463 are registered as mixed-use and 1,430 as special category units.

The MCP has to recover Rs 40 crore in property tax this fiscal (2020-21). This is in addition to Rs 225 crore pending for previous years, say the sources. The MCP had set the target of recovering Rs 33 crore last fiscal (2019-2000) but received only Rs 7.42 crore.

Vaibhav Deswal, an RTI activist, said he had sought details of properties that owed over Rs 10 lakh in tax. The MCP, in its reply, sent details of 195 properties owing more than Rs 150 crore. The biggest defaulters were a shopping mall in ward No. 14 (owing Rs 19.16 crore) and another in ward No. 13 (Rs 15.61 crore).

The anomaly in the records came to light following an inquiry by then Joint Commissioner Gaurav Kumar into an alleged scam linked to property tax deposited in the beginning of August. It suggested that even the amount collected or demanded was never audited by the MCP's taxation branch.

MCP Commissioner Sushil Kumar said a tender would be floated in a day or two to engage a private agency to maintain the record.

4 ultras shot hours after panch’s body found

Hours after the bullet-riddled body of Panch Nisar Ahmed Bhat was found buried in an orchard in Shopian's Dangam village, the joint forces shot dead four militants, including Al-Badr 'district commanders' Shakoor Parray and Suhail Bhat, allegedly involved in the kidnapping and killing of the panchayat member.

A former cop, the panch had at least 12 FIRs registered against him. A senior police officer said he went to meet the father of a militant in Shopian on August 19 and did not return home. Two days later, an unverified audio clip on the social media claimed that he had been killed.

Inspector General of Police Vijay Kumar said Shakoor was a former cop, who had decamped in 2017 with four rifles. The Army said: "Four terrorists were eliminated while one terrorist surrendered during the operation. Two AKs and three pistols were seized."

India and other western countries have tried in vain to dissuade Sri Lanka from handing over the Colombo Port City project in its southwest to China. Chinese companies had earlier completed the Hambantota port in the south-east. This has helped China establish lookouts on both flanks of Sri Lanka overlooking the Indian Ocean.

Things are likely to change after the US sanctioned 24 Chinese companies, which means US firms cannot do business with them. Sources said some Chinese companies are in tie-up with US firms as subcontractors and equipment suppliers in the Colombo Port City project and it seems unlikely that they will get a special waiver.

If this first economic strike by an executive fiat becomes law, sources expect the legislation to be more well-rounded since there is bipartisan political consensus in the US on containing China. A future law could even bar third country companies from partnering with Chinese firms. This possibility is high after reports quoted US officials as saying that the sanctioned mother company, China Communications Construction Company (CCCC), is the "Huawei of Construction". This would further cripple Chinese construction activity in other countries.

Sri Lanka's involvement with Chinese companies had begun under Mahinda Rajapaksa as President. Rajapaksa is back and more politically powerful after his brother comprehensively won the Presidential elections and he helmed the sweep of the parliamentary polls.

Though Rajapaksa has ensured that diplomatic civility guided the Indo-Sri Lanka ties, he has made no move to accommodate Indian interests by opening a port on the northern coast or allocating oil blocks in the common waters separating the two nations.

Sources said if the US sanctions gather pace, not just Colombo Port City but other infrastructure projects in Myanmar and Thailand, that cause South Block unease, may seize-up and could be up for grabs.

World War II spy first woman of Indian origin to get UK plaque honour

Britain's World War II spy, Noor Inayat Khan, on Friday became the first Indian-origin woman to be honoured with a memorial Blue Plaque at her former family home in central London. The Blue Plaque scheme, run by the English Heritage charity, honours notable people and organisations who were connected with particular buildings.

Khan's plaque has gone up at 4 Taviton Street in Bloomsbury, where she lived before she left for Nazi-occupied France in 1943 as an undercover radio operator for Britain's Special Operations Executive (SOE).

Noor, the daughter of Indian Sufi saint Hazrat Inayat Khan and a descendant of the 18th century Mysore ruler Tipu Sultan, went on to be killed at Dachau concentration camp in 1944, having revealed nothing to her captors, not even her real name. "When Noor Inayat Khan left this house on her last mission, she would never have dreamed that one day she would become a symbol of bravery," said Shrabani Basu, historian and author of 'Spy Princess: The Life of Noor Inayat Khan'.

The SOE was an independent British Secret Service set up by Britain's war-time PM Winston Churchill in 1940 and Noor became its first female radio operator sent into Nazi-occupied France. — PTI

Abe to quit, cites ill-health

TOKYO, August 28

Japan's Shinzo Abe on Friday said he was resigning because of poor health, ending a tenure as the country's longest-serving prime minister in which he sought to revive an economy stricken by deflation and push for a stronger military.

His abrupt departure triggers a leadership battle in his Liberal Democratic Party (LDP) over the next few weeks. The winner will likely stick to Abe's reflationary "Abenomics" policies that had mixed results in resuscitating the world's third-largest economy.

Longest-serving Prime Minister

Abe on Monday became Japan's longest serving PM by consecutive days in office, eclipsing the record of Eisaku Sato, his great-uncle, who served 2,798 days from 1964 to 1972.

Abe has battled ulcerative colitis for years, and two recent hospital visits within a week had raised questions about whether he could stay on in until his term ends in September next year.

Despite the deepening concerns about his health, news of Abe's resignation sent tremors through Tokyo financial markets. Japan's main stock market, which has more than doubled under Abe, fell some 2% before recovering, while the yen rose on concerns of a return to deflation.

World leaders express regret

German Chancellor Angela Merkel, UK Prime Minister Boris Johnson and other world leaders expressed regret at Abe's decision on Friday. Kremlin described the working relations between Abe and President Vladimir Putin as "brilliant".

"I cannot continue being prime minister if I do not have the confidence that I can carry out the job entrusted to me by the people," Abe, 65, told a news conference as he announced his decision.

He said he wanted to avoid a political vacuum as Japan copes with the novel coronavirus. It was the second time Abe has resigned as prime minister because of poor health, the first more than a decade ago.

Abe, whose term ends in September 2021, is expected to stay on until a new party leader is elected and formally approved by the parliament.

Apart from inheriting an economy in the throes of its worst downturn since World War II, Abe's successor will be left to try and ensure next year's Olympics - already delayed for a year by the Covid-19 pandemic - will go ahead. — Reuters

Bihar shelter home case convict booked by ED

New Delhi, August 27

The ED today said it had filed a prosecution complaint in a special PMLA court in Patna against Brajesh Thakur, convict in the Muzaffarpur shelter home sexual assault case, and his family members in connection with charges of money laundering.

In its prosecution complaint (equivalent to a chargesheet), officials said the ED has made a prayer before a special judge (PMLA), Patna, for awarding punishment to Thakur for committing an offence of money laundering and confiscation of the attached assets worth Rs 8.3 crore in the form of movable and immovable properties in his name and in the name of his family members and others.

Thakur is currently serving life sentence and a fine of Rs 32.2 lakh was imposed on him in the shelter home case. — TNS

Risk aversion won’t do, RBI Governor warns banks

Mumbai, August 27

Addressing a webinar, RBI Governor Shaktikanta Das today asked banks to avoid extreme risk aversion, as it was "self-defeating". He advised them to smell vulnerabilities early to avoid frauds.

The comments come in the midst of the steadily slowing credit off-take, leading many to wonder if banks have become too "risk-averse" owing to their concerns over asset quality in a pandemic-stricken economy.

As per the RBI's annual report released earlier this week, frauds doubled to Rs 1.85 lakh crore in FY20.

Das warned banks that extreme risk aversion would deprive them of their income and create a situation where they would be unable to earn their bread.

He appreciated the government's response to the Covid-19 crisis as being fiscally "very prudent and very calibrated". He said the government was "responsible" in announcing the measures right from the start which focused on the poor and vulnerable.

He also welcomed the government's strategy of consolidating public sector banks, saying lenders with large balance sheets would be helpful. He, however, said that while size was essential, efficiency was "more important". "There is no risk aversion but prudent banking. States get 2 options to meet GST shortfall

States have sought a week to deliberate on two options offered by the Centre to make up for the shortfall in GST collections, said Union Finance Minister Nirmala Sitharaman at the end of a five-hour meeting of the GST Council here today.

The Centre may compensate the states by extending the period for the refund of cess beyond the five-year-period that ends in 2022. "The Centre may convene another GST Council meeting once the states have decided their options and the RBI agrees to the Centre's proposal," Sitharaman said.

As a result of a tanking economy due to the "hand of God" which may led to a contraction, the compensation gap this year was expected to be Rs 2.35 lakh crore, she said.

But according to the Centre's calculations, Rs 1,38,000 crore is due to losses because of the pandemic.

Therefore, the Centre has estimated the shortfall in compensation due to Covid at Rs 97,000 crore under the first option. States going for this window can borrow 0.5 per cent of their state GDP sans the conditionalities prescribed earlier.

"Under the second option, the entire gap of this year can be met by the borrowing of states, and arrangements could be made with the RBI," said Sitharaman, but implied reforms in power tariff etc. She

complimented the participants at the GST Council for displaying statesmanship by focusing on the issue at hand.

Seven-judge Bench to revisit 2004 verdict on SC sub-caste quota

Can the state give reservations to sub-castes within the Scheduled Castes? The issue will be decided by a seven-judge Constitution Bench after a five-judge Constitution Bench on Thursday delivered a verdict contrary to an earlier one by a Bench of the same strength.

The five-judge Constitution Bench, headed by Justice Arun Mishra, ruled that provision can be made for reservation for the sub-castes within Scheduled Castes, saying, "The entire basket of fruits cannot be given to mighty at the cost of others under the guise of forming a homogeneous class."

"There are un-equals within the list of Scheduled Castes, Scheduled Tribes and socially and educationally backward classes. Various reports indicate that Scheduled Castes and Scheduled Tribes do not constitute a homogenous group. The aspiration of equal treatment of the lowest strata, to whom the fruits of the reservation have not effectively reached, remains a dream. At the same time, various castes by and large remain where they were, and they remain un-equals. Are they destined to carry their backwardness till eternity?" the Bench asked.

"The constitutional goal of social transformation cannot be achieved without taking into account changing social realities," it said.

It disagreed with an earlier Constitution Bench judgment delivered in 2004, which had ruled against giving preferential treatment to sub-castes within Scheduled Castes.

"Once the state has the power to give reservations, it can also make sub-classification to extend benefit to those sub-castes not receiving the benefit," the top court said in its latest verdict.

The verdict came in a case arising out of an appeal filed by Punjab Government challenging a 2010 verdict of the Punjab and Haryana High Court striking down Section 4(5) of the Punjab Scheduled Castes and Backward Classes (Reservation in Services) Act, 2006.

The provision provided for 'first preference' to the Balmikis and Mazbhi Sikhs for SC quota in public employment.

Reduce fatality rate to 1%: Centre to 10 states

The Centre today held a review meeting with 10 states, including Punjab, that have accounted for nearly 89 per cent of all deaths seen in the country over the past two weeks.

Cabinet Secretary Rajeev Gauba took the virtual review with the Chief Secretaries and Health Secretaries of Maharashtra, Tamil Nadu, Karnataka, Telangana, Gujarat, West Bengal, Uttar Pradesh, Punjab, Andhra Pradesh and Jammu and Kashmir, asking each of these states to focus on reducing the case fatality rate.

“It was observed that out of the total deaths in the country in the last two weeks, 89 per cent of the deaths are in these 10 states and UT. Hence, these states need to have continued and rigorous vigil, so as to contain the spread of infection and reduce fatalities,” the Health Ministry said. The country today saw the highest single-day surge of 75,760 cases, taking the Covid tally to 33,10,234. The toll has climbed to 60,472, with 1,023 fatalities in 24 hours.

The high-mortality burden states were asked to work and reduce the case mortality rate to less than 1 per cent. The states were advised to ensure that at least in 80 per cent of the new cases, all close contacts were traced and tested in 72 hours. They were also asked to ensure minimum of 140 tests per million per day in all districts, lowering the positivity rate to less than 5 per cent, ensuring regular monitoring of patients under home isolation and putting in public domain the availability of beds and ambulances in Covid facilities.

In a signal to dissenters, Congress chief Sonia Gandhi today approved a five-member strategy committee in the Rajya Sabha, elevating MPs Gaurav Gogoi and Ravneet Bittu as Deputy Leader and Whip of the Lok Sabha.

Jairam Ramesh will be the Chief Whip in the RS. The five-member strategy group will comprise Ramesh, Ahmed Patel and KC Venugopal besides Leader of the Opposition Ghulam Nabi Azad and Deputy Leader Anand Sharma.

Azad and Sharma were both signatories to the dissent letter. Bittu's elevation is seen as a signal to Anandpur Sahib MP Manish Tewari, another signatory to the letter.

No scam, says Dushyant as Vij backs VB probe

Haryana Home Minister Anil Vij today said the Vigilance Bureau would probe the alleged liquor scam during the lockdown even as Deputy CM Dushyant Chautala denied any such scam, saying the state had collected an additional Rs 263-crore revenue in the first quarter.

Dushyant, who holds Excise portfolio, said the increased revenue came in the form of permit and retail licence fee and additional excise duty. Vij and Dushyant addressed separate press conferences here. The Home Minister, who has ordered a Vigilance probe after a special enquiry team (SET) submitted its report on July 31, said, "An explanation has been sought from Excise and Taxation Commissioner Shekhar Vidyarthi while the Home Department has been asked to take action against former Sonepat SP Pratiksha Godara, who has since been repatriated to her parent cadre."

Dushyant claimed it was for first time this year that the government had collected an additional excise duty of more than Rs 27 crore in the first quarter. "This is 2,700 times more than that in the first quarter last year," he said. — TNS

Answering questions on China at the weekly media briefing, Srivastava especially referred to a recent interview of External Affairs Minister S Jaishankar where he spoke of various past border incidents and noted that what was common was that "all border situations were resolved through diplomacy".

The MEA spokesperson's accent on talks to resolve border irritations comes a few days after Chief of Defence Staff Gen Bipin Rawat had said India had "military options" to deal with Chinese aggression in eastern Ladakh if talks at military and diplomatic levels continue to be stalemated.

The MEA also pointed out that Jaishankar had said that a solution "must be predicated on honouring all agreements and understandings" and attempt must not be made to "alter the status quo unilaterally".

The last meeting of the WMCC held on August 20 had seen New Delhi forcefully putting across the formulations expressed by Jaishankar.

Srivastava pointed out that the JeM, which had claimed responsibility for the Pulwama attack, was Pakistan-based and its chief Masood Azhar, the first accused in the charge-sheet, continued to find shelter there. "Enough evidence has been shared with Pakistan, but it continues to evade responsibility," he added.

BPL subsidy: Himachal Pradesh orders probe

The HP Government has ordered an inquiry into alleged irregularities in the selection of BPL families for foodgrain subsidy after names of gazetted officers, doctors and professors were found on a list of 125 beneficiaries recently.

Official sources told The Tribune that the government had sought details from deputy commissioners across the state in this regard and was mulling to hand over the matter to the state Vigilance. The government is in the process of issuing directions to the Panchayati Raj and Rural Development Department to ensure that the criteria for selecting BPL families was strictly adhered to.

Talking to The Tribune, a Block Development Officer admitted that many gram sabhas were not following the laid down criteria and suggested that BDOs and SDMs be given the authority to delete "inelegible" selections.

Weeks after the announcement of “Atmanirbhar Bharat” (self-reliant India), Prime Minister Narendra Modi today said it was not inward-looking, but designed to strengthen a global order in which India would have a central role in ensuring stability in its immediate neighbourhood.

PM Modi gave this message at webinar “Atmanirbhar Bharat – Defence Industry Outreach” organised jointly by industry body FICCI and the Department of Military Affairs headed by General Bipin Rawat.

The PM addressed concerns of the foreign industry, which has been edgy about rules being changed.

Speaking in Hindi, PM Modi said, “Atmanirbhar Bharat is for all — the MSME, Indian industry and foreign partner as well. It is a commitment of the government and a win-win for all.” India, he said, was committed to emerging as an export hub.

The government has taken several reform measures like bankruptcy code, ease of business etc. “India is changing its focus from licence production to joint production,” the PM added.

Meanwhile, earlier answering questions from the industry, Defence Secretary Ajay Kumar made an important announcement, saying the request for proposal (RFP) would be out shortly. “It is under legal vetting and will be released to the industry partner,” he added.

Mazagon Dock Limited (MDL), a shipyard under the MoD, and private company LT have been selected as Indian partners.

The two will tie up with a foreign manufacturer under the strategic partnership model.

The Defence Secretary also spoke about the naval utility helicopter project. “It is being processed and is at the initial stage,” he added.

At the event, Chief of Defence Staff Gen Rawat said, “Nothing will give the armed forces greater satisfaction than fighting and coming out victorious in war with indigenous technology and equipment.”

In an address at a seminar on promoting self-reliance in defence, Gen Rawat also said India’s armed forces are committed to hand-hold the domestic industry in developing next generation military platforms and equipment.

Delving into complex security scenario, he said as India grows in stature, the security challenges are bound to increase “exponentially”.

He said the armed forces did not have any bias towards imported equipment. “India today is transiting through a period which is chequered with numerous challenges and threats. Our collective response to Covid-19 has firmly established our ability to overcome any such unforeseeable eventuality,” he said. (With inputs from PTI)

Two days after surviving a challenge to her leadership in the party, Congress chief Sonia Gandhi was back in action today as she got chief ministers of seven states ruled by non-NDA parties to pledge unity against the Centre on issues of GST dues and the conduct of JEE (Main) and NEET-UG.

In stark contrast to Monday when she sat frigidly through a Congress Working Committee meeting that trashed a letter few leaders had earlier written seeking a "visible party chief", Sonia wore an effortless look today. She allowed West Bengal Chief Minister Mamata Banerjee to conduct the virtual meeting even when the latter kept saying, "But you are the senior leader, you should conduct the meeting."

In the end, the CMs of Maharashtra (Uddhav Thackeray), Jharkhand (Hemant Soren) and four Congress-ruled states (Punjab's Capt Amarinder Singh, Rajasthan's Ashok Gehlot, Chhattisgarh's Bhupesh Baghel and Puducherry's V Narayanasamy) unanimously agreed to the need of filing a petition in the apex court for review of an earlier order rejecting the postponement of the JEE and NEET-UG.

Mamata and Capt Amarinder led the demand for urgent legal recourse on exams after Sonia said the Centre was dealing with the issue "very uncaringly". Capt Amarinder cited the rising Covid infections in Punjab to argue that even UGC's exams should be postponed.

Sonia earlier slammed the Centre for not paying the mandatory GST compensation of 14 per cent for the current year to states, noting, "This refusal is nothing short of betrayal by the government." All CMs at the meet agreed to jointly petition the President and the PM on the issue and vociferously demand payment of dues in tomorrow's GST Council conference.

The meeting today helped lay ground for opposition unity with Sonia explaining its timing, "Parliament is expected to meet in three weeks. I thought we should have this interaction so that we have a coordinated approach."

The meeting happened in a relaxed environment with Sonia mostly listening except to say "I agree", when Mamata, Soren and Uddhav pressed for "opposition unity against the Centre and its agencies".

"We must meet more often and not just when there is a crisis. If we are united, even crisis will fear us. Let us decide whether we will fight the Centre or fear it," said Uddhav while Mamata earlier said the government was using its agencies to intimidate the Opposition.

Sonia earlier termed National Education Policy 2020 a "setback for progressive, secular and scientific values", saying "it should worry us".

The Punjab and Chhattisgarh governments have formed committees to study the NEP and its financial and general impact on the states.
