States told to check latent terror modules

Sharing inputs on plans by Pakistan-based terror outfits to jack up activities in India's hinterland, the Ministry of Home Affairs has asked states and UTs to keep tabs on latent modules and neutralise them as these could provide support network to the militant groups.

Sources in the MHA said the inputs suggested that efforts were being made by the Pakistani groups to take advantage of India's focus on battling the Covid pandemic.

The sources said the MHA had written to the chief secretaries and the police chiefs of the states and the UTs on the need to monitor terror support networks in their territories and neutralise them so that they could not provide logistics support to the terrorists.

The MHA had also made available a blueprint on how to create database of latent terror modules, the sources said. They said as a case study, the MHA had shared the National Investigation Agency's report on the Pulwama terror strike, which unravelled the entire logistics chain behind the attack.

In the blueprint, the MHA also noted that latent terror modules mostly functioned out of rented accommodation and, therefore, individuals and businesses that dealt with renting processes must be scrutinised closely. The states and the UTs should follow the Maharashtra model, which was quite robust in tracking renting business, they said.

Sources said the inputs also indicated that terrorists may use locally made explosives and, thus, the states and the UTs had been asked to keep an eye on dealers of explosives and make them accountable for their stocks and sale.
