The polling for the byelections to the Mandi Lok Sabha and three Assembly seats of Fatehpur, Arki and Jubbal-Kotkhai on Saturday was peaceful with a heavy turnout in the apple heartland of Jubbal-Kotkhai at almost 79 per cent.

As compared to the polling in the three Assembly seats, there was relatively low polling of 55 per cent for the Mandi parliamentary seat, comprising 17 Assembly segments. While there was 67.67 per cent turnout in Seraj, the Assembly segment of the CM in Mandi, the polling was moderate at 58 per cent in Rampur, the home town of Congress candidate Pratibha Singh.

The outcome of the bypolls holds great significance for Chief Minister Jai Ram Thakur and at the same time it will decide political fate of Pratibha Singh, who contested the polls for the first time without the support of her late husband Virbhadra Singh.

Voting, which was sluggish in the morning, picked up in the afternoon. The overall polling in the 17 Assembly segments of the Mandi Lok Sabha constituency was 55 per cent, with the lowest turnout being at 46.72 per cent in Sarkagaht in Mandi district. The polling was 66.20 per cent in Fatehpur, 64.97 per cent in Arki and 78.69 per cent in Jubbal-Kotkhai.

Three panchayats in Kinnaur boycotted the poll in protest against the upcoming Jangi Thopan Hydel Project.

The polling was peaceful as there was no report of any violence or untoward incident. The counting of votes will be taken up on November 2.

Farmers' protest: Delhi Police starts removing barricades at Tikri border point

New Delhi, October 28

The Delhi Police on Thursday night started removing roadblocks placed at the Tikri border point where farmers have been protesting against the Centre's three farm laws, with sources indicating that one carriageway of the road will open in the coming days.

The move comes days after a Supreme Court hearing that saw farmer unions arguing that the police were responsible for the blockade at the Delhi borders.

The police had put multiple layers of barricades on the roads, complete with giant nails and huge concrete blocks as thousands of farmers had tried to cross Delhi borders in November last year.

Four out of the eight layers of barricades at the Tikri border have been removed. However, the cement barricades are still there and the road remains closed for commuters, an officer said.

In videos doing the rounds on social media, JCB machines were seen removing blockades at the Tikri border.

Sources in the Delhi Police said that such exercise is likely to be launched at Singhu and Ghazipur border points in the coming days.

Thousands of farmers have been camping at the three borders points --- Tikri, Singhu and Ghazipur --- protesting the Centre's three farm laws since November 26, 2020.

About the removal of blockades at the Tikri Border on Thursday night, a senior police officer said some layers of barricades that were placed by the police have been removed.

"The arrangement at the Tikri border in terms of infrastructure has been reduced. Seven to eight layers of different types of barricades were placed earlier and we have removed some of them," the officer said.

This is done as a move to open the road for traffic soon, he said.

"At present, there is no traffic flow as the roads are closed. Barricades will be completely removed soon to slowly ease the flow of traffic," the officer added.

The Supreme Court on October 21 had said farmers protesting at Delhi borders against the three farms laws have the right to agitate but they cannot block roads indefinitely even as the farmer unions and the government got embroiled in a blame game.

While the farmers' unions alleged that the police were responsible for the blockade as it suits them to allow a feeling among citizens that farmers are blocking the road, the Centre said there was an oblique purpose behind the protests.

After the court hearing, the Bhartiya Kisan Union (BKU), whose supporters and office-bearers led by Rakesh Tikait are camping at Ghazipur on the Delhi-Uttar Pradesh border since November 2020, had said the barriers at the protest site have been put by the Delhi police and not farmers.

Tikait, the national spokesperson of the BKU, said protesters at Ghazipur have cleared the path on a service lane leading to the national capital but Delhi Police's barricades were still present there. PTI

Shimla, October 23

A government school in Himachal Pradesh's Hamirpur district was closed after its 15 students tested positive for Covid-19 on Saturday, officials said.

Overall 258 fresh coronavirus cases were reported in the state in the past 24 hours, they said.

Government senior secondary school at Bara in Nadaun town of Hamirpur has been closed till further orders after fifteen students and one staff member were found COVID-19 positive, a health official said.

Besides, seven jawans of the Indian Reserve Battalion, Jangel Beri (Sujanpur Tira) in Hamirpur district have tested coronavirus positive, he said.

The jawans were told to remain in isolation, he added.

One more person died of Covid-19 in the state on Saturday, taking the death toll to 3,718.

The fresh death was reported from Mandi district.

The 258 new cases pushed the total infection count to 2,22,569, a state health official said.

As many as 163 more patients recovered from the infection in the past 24 hours, he said.

The overall recoveries have reached 2,17,256, he added.

The number of Covid active cases in the state as on Saturday was 1,578, the official said. PTI

The Samyukta Kisan Morcha on Thursday suspended its senior member Yogendra Yadav for a month after Yadav visited the family of BJP worker Shubham Mishra, who died in the October 3 Lakhimpur Kheri violence.

The decision to suspend Yadav was taken at a meeting of the SKM held at Singhu border today.

Speaking to The Tribune Yadav confirmed his suspension and said he was not apologetic about meeting the family of Shubham Mishra.

"I have no regrets about meeting the grieving family of a deceased. It is a matter of principle for me. Grief cannot be partisan. I may not share anything with my adversaries but I should be able to share their grief. This capacity to share grief makes movements stronger not weaker. So I did not apologise for my conduct today at the meeting though I did say that I should have consulted my colleagues in SKM before going to meet Shubham Mishra's family."

Yadav said after he came out of Shubham Mishra's house in Lakhimpur Kheri he felt peaceful.

"I told my SKM friends that I am willing to undergo any punishment for what I did. I have no regrets about that," Yadav said.

He also said he would issue a formal statement on the development tomorrow.

SKM suspended Yadav on grounds that he visited the family of a person who was allegedly responsible for mowing down five persons including four farmers on October 3.

Shubham was one of the three BJP workers who died in Kheri violence and was in the Thar Mahindra vehicle that allegedly mowed five people that day.

SC to consider full physical hearing after Diwali: CJI NV Ramana

Chief Justice of India NV Ramana on Thursday said the Supreme Court would consider going back to full physical hearings after the Diwali.

"After Diwali we may start it (physical hearings) on a larger scale," the CJI told senior counsel Rakesh Dwivedi and Ranjit Kumar after they thanked him for resumption of limited physical hearings.

"We are happy to see you allhellip;You can't imagine how lonely it is to see the screen every morning," Justice DY Chandrachud said, expressing happiness at seeing advocates coming for a physical hearing on Thursday.

The top court had been functioning online or in a hybrid mode (in which lawyers can appear physically or through video conference) since March last year. The Supreme Court Bar Association and other bar bodies have been demanding full-fledged physical hearing for several months.

On Thursday, the CJI met several senior advocates and bar leaders to discuss the issue. Attorney General KK Venugopal, Solicitor General Tushar Mehta, senior counsel Kapil Sibal and CU Singh wanted the hybrid system to continue while SCBA president Vikas Singh and other bar leaders favoured resumption of full-fledged physical hearings.
